Why do so many women's boots have slippery, smooth soles and no traction whatsoever?

I am looking for high-heeled black boots that I can wear with dress pants for work, without breaking my neck on ice or snow during the winter. I don't need freaking snowboots, but most of the boots I'm finding in stores are so slick that you slide around the mall, much less the ice outside! What is the deal?
